Make sure you have compiled packet socket support into your kernel
and/or if its a module loaded the af_packet module.

The latest driver (0.99H) on Don Becker's web site (cesdis.gsfc.nasa.gov)
appears to be receiving good reports all around. Looks like Don finally
nailed all the problems.
