Too many open files

I got this E-mail address of a friend.

I got the following error with kernel 2.2.9.
E.g. when I try to reload my NS, it says "too many open files". This =
error only dissapeares when I reboot the system. Also, I tried to edit =
"file-max" tho, it didnt help.

I wonder if you might know what the cause could be.
