Read the first line.. "...if a user floods /tmp and you(r) email...".. A
user can't flood tmp if he's got a 5meg quota.. :)

I really dont advocate a single partition for servers.. I've got a big
server with 8.. But as far as work stations go.. I almost always setup
/,swap or /,/tmp,swap...
